What are house cleaning costs?
All cleaning and personnel costs that are regularly incurred to clean the common areas of rented houses are referred to as classic house cleaning costs. These include, for example:
the floor mat cleaning
cleaning of basement entrances
the cleaning of elevator cabins
the cleaning of the common rooms (e.g. cellar, laundry room, bicycle room)
cleaning the hallway windows
The emphasis is on the term “regularity”. It is therefore about cleaning work that occurs at regular intervals, for example weekly. Only these costs can be apportioned within the framework of the ancillary cost settlement, provided that the cleaning is carried out by an external service provider.
The following items are eligible:
the personnel costs for employees (wage costs including social security contributions)
the cost of the cleaning company
the cost of cleaning supplies
However, so-called special cleaning is not apportionable. These include, for example:
removing graffiti
removing dog waste from the stairwell
the removal of dust and dirt after renovation work
the facade cleaning
The cleaning of the outdoor facilities is also not part of the house cleaning costs, but part of the costs of garden maintenance. These are listed separately as part of the ancillary or operating cost billing.
How is a house cleaning calculated?
If the house cleaning is carried out by an external service provider, billing at an hourly rate or per square meter is usual. On average, the hourly wage is between 20 and 30 euros or 8 to 10 euros per square meter.
When calculating the cleaning costs per square meter, the so-called performance measure also plays a role. This categorizes the rooms to be cleaned and describes how many square meters of a room category can be cleaned per hour. The performance measure then flows into the billing as a multiplier. If the costs are passed on to the tenants as part of the service charge bill, the average costs per tenant are around 16 cents per square meter. The landlord must ensure that the costs for cleaning the house do not exceed a reasonable level. Duration, frequency and costs of cleaning must be clearly shown in a list of services.
If the landlord takes on the cleaning of the common areas himself, he may also be paid appropriately for this and pass on the costs of the cleaning to his tenants via the ancillary cost statement. This includes an appropriate hourly rate, just as an external cleaner would charge, as well as reimbursement of the costs for cleaning agents.
Important note: If the house cleaning is taken over by the tenants, the landlord may not list any house cleaning costs in the utility bill!
